NEW YORK (Reuters) - Waste Management Inc (WMI.N) on Monday offered to buy Republic Services Inc (RSG.N) for about $6.19 billion, a move that could derail the rival trash hauler's own deal to purchase Allied Waste Industries Inc (AW.N).
